The Bill
Coined as the “Infanticide Bill,” AB 2223 would open the door to ending the life of a baby AFTER birth. One of our OBGYN doctors, Dr. Vansen Wong, spoke before the Health Committee to oppose the bill, and said, “A close inspection of this bill does allow for the legalization of killing of innocent newborn children up to the age of 28 days.” You can read more about how the bill makes this possible by clicking here.
The bill would restrict civil or criminal liability when it comes to perinatal death (death of a child within 7 days of birth or more.) The stated intent of the bill is to protect the privacy of the mother, but the author of the bill, Bucky Wicks, has been quoted to say that “…this bill will ensure that prosecutions and investigations have no place in reproductive healthcare.”
The bill also removes a requirement in Section 27491 of the Government Code for a coroner to inquire and determine circumstances, manner, and cause of deaths related to or following known or suspected self-induced or criminal abortion.
The Status
Assembly Bill 2223 recently passed the Health Committee 11-3 and is moving on to the Appropriations Committee. If approved, it will go to the assembly floor, and then to the Governor’s desk.
